The Honorable Dade Phelan

Speaker of the Texas House of Representatives

Dade Phelan represents Texas House District 21 in Southeast Texas and serves as the 76th Speaker of the Texas House of Representatives. First elected to the Texas House in 2014, he is currently serving his fourth term as State Representative for HD21, which covers Orange County, part of Jefferson County, and Jasper County. He was elected House Speaker in 2021. Phelan is a conservative champion who has taken the values of the people of Southeast Texas to Austin. In his first term as Speaker, Phelan dealt with unprecedented events, including restoring economic stability after COVID-19 and Winter Storm Uri.

In his first term as Speaker, the Legislature restored our state’s position as the best economic climate in America, while adding government spending limits and maintaining $12 billion in our state’s rainy-day fund. In addition to fully funding public education, Phelan created a framework to expand rural broadband and telehealth, overhauled the regulatory structure of the ERCOT grid, provided billions in tax relief to Texans, and expanded healthcare access for new moms. Phelan also helped secure tuition reductions and tens of millions in funding for higher education to ensure we have a vibrant, well-educated workforce. During his tenure as State Representative, Phelan has served as Chair of the House Committee on State Affairs, Vice-Chair of the Natural Resources Committee, member of the Calendars, Appropriations, and Elections Committees, and the Select Committee on Ports, Innovation and Infrastructure.

In addition to his duties as Speaker, Phelan works as a real estate developer at his family's fourth generation commercial real estate development firm. His wife, Kim, is a solo practitioner attorney and together they have four sons. He and his family reside together in Southeast Texas, where Speaker Phelan was born and raised.
